Daniel J. Reilly
Mr. Reilly has 14 years of professional experience in emergency management, pubic safety, and public health areas. In January of 2007, he achieved Certified Business Continuity Professional (CBCP) status from DRI International. Mr. Reilly’s certification as a Certified Emergency Manager (CEM) is pending. He is a Member of the Business Continuity Institute (MBCI). Certification by the Pennsylvania Emergency Management Agency at the County Coordinator Level was achieved in March of 2001 and certification at the Professional Staff level was awarded in October of 2006.
Prior to founding Emergency Solutions Ltd, Mr. Reilly was involved in government service at the county and municipal level. As the Director of the Berks County Emergency Management Agency he coordinated operations during two Presidential Disaster Declarations, developed the County’s continuity of government plan; coordinated the adoption of a countywide mutual aid agreement (the first in the Commonwealth of Pennsylvania) between 74 municipalities; and restructured the county hazardous materials response team. He helped orchestrate other multiple municipal emergency services task forces to respond to various situations.
Working closely with the District Court Administrator, Mr. Reilly developed a Continuity of Operations Plan and a comprehensive safety program for court personnel. Health and safety training programs were also developed for the entire County organization. A comprehensive all hazards disaster plan was developed for the County Services Center and Courthouse (both 18-story structures in the City of Reading). Details in the plan included a Crisis Response Team, Crisis Management Team, Damage Assessment Team, and a statement of understanding between the City of Reading Police Department, the Berks County sheriff, and the County Detectives related to jurisdictional authority and the conduct of investigations. The plan also addresses handling people with special needs working and visiting the two 18 story structures.
Mr. Reilly also developed health and safety training programs for the entire County organization. Additionally, in his tenure as Director of Berks County Emergency Management, Mr. Reilly initiated a project to provide emergency response documents to law enforcement. These documents included pertinent building plans for the school districts within Berks County. Plans detailed utilities, entry/egress points, and other critical concerns for law enforcement.
Working as a consultant for Chester County, he has coordinated and contributed to multiple projects. These projects included the county hazard and vulnerability analysis, disaster mitigation plan, and a hazmat team revitalization plan. For the Montgomery County Department of Public Safety he has conducted after action reviews for disaster responses and has authored their standard operations guide.
